Why does chrome download pdf files instead of opening

If you have a configuration file defined in Group Policy which defines bltadwin.ru extension, and the ProgID doesn't match the Adobe version that is installed, you will run into issues with Chrome. Chrome forces me to save a file on my pc instead of just opening it (either in the browser or separately) I've looked for solutions and nothing seems to equate to what I'm experiencing. Its not bltadwin.ru, or jpgs, its many file types. I just don't like have to pick a save location because then I have a file to delete if I just wanted to view it.
